Costa Rica was on the line between Stage 2 and Stage 3, "Late Expanding" because the death rate is decreasing but so is the birth rate due to many children dying at an early age. As income increase, parents choose to not to have children, meaning fewer children will suffice to help in a family business and take care of them. Costa Rica is still considered a developing country so the population will definitely increase and will eventually turn into a Stage 5.
